United Nations Council Endorses Trump's Gaza Strip Peace Plan

The Security Council has voted to endorse measures put forward by the US president for securing a lasting peace in the Gaza Strip, including the introduction of an multinational security unit and a potential route to a Palestinian statehood.

Widespread Approval with Key Abstentions

The resolution was adopted by a count of thirteen in favor, with Russia and China choosing not to vote. Washington's diplomat Mike Waltz told the council chamber that it set “a different path in the region for both sides and all the people of the region alike”.

Balanced Phrasing on Independence

The inclusion of allusions to an independent Palestine was the concession the America offered for support from the Arab and Islamic world, who are likely to contribute security forces for the multinational unit.

“Interim measures that we start today must be implemented in adhering to legal norms and honoring Palestinian rights,” the UK chargé d’affaires stated.

Netanyahu's Resistance Remains

However, on the brink of the council decision, Israeli prime minister Benjamin Netanyahu restated his government’s firm resistance to the formation of a sovereign Palestine, creating uncertainty on whether the Israeli government will accept the implementation of the UN-mandated proposals.

  • Progress on reconstruction and a potential “pathway to Palestinian self-determination and sovereignty”

Ambiguous Wording and Requirements

The inclusion to independence was a compromise addition to an initial US draft which omitted it. Yet the wording is unclear and dependent, declaring only that once the PA has reformed itself and the restoration of the strip is advancing, “the conditions may ultimately be in place for a realistic route to Palestinian independence and nationhood.”

Global Feedback

The language did not meet of the strong guarantee to the creation of a Palestinian state next to Israel requested by Arab countries, as well as EU representatives, but in speeches to the chamber after the approval, delegates from those states said they were willing to endorse the compromise in the benefit of continuing the present ceasefire and swift steps to assist and secure the over two million Palestinian residents in the strip.

“Algeria has finally decided to support of this document, a measure that we back its main goal, namely the maintenance of the truce and the establishment of circumstances permitting the Palestinian population to exercise their basic entitlements to self-determination and statehood,” the Algerian envoy announced.

Implementation Challenges

The proposal gives general supervisory power to a “board of peace” headed by the US president, but of unspecified participants. This committee has to update the UN but it is not bound by the preferences of the global organization or by the Palestinian leadership.

Additionally, it requires the creation of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza and the distribution of aid, but it is quite ambiguous who would participate.

Security Force Mission

The mission of the global force gives it authority to disarm and dismantle fighting factions in the strip, but it is quite ambiguous that would-be troop contributors would agree to attempt to engage such organizations. None of the states has to date committed itself to sending peacekeepers.

Furthermore the standards for reform of the Palestinian Authority, the precondition towards progress on independence, have been hazy.

EU representatives said they deemed it necessary that the members of the Palestinian technocratic committee to provide utilities was determined as promptly.
