Ukrainian President Calls for EU to Utilize Seized Russian Resources for Ukraine's Defense Financing

In the midst of continuing conference talks, President Zelenskyy has urged EU representatives to activate actions utilizing immobilized Russia's assets to support Ukraine's defense campaign "without delay".

Immediate Action Required

Speaking to European Union leaders in the EU capital on the summit day, the Ukrainian leader stressed the crucial need to entirely employ Russia's assets for Ukraine's protection against current aggression.

"Whoever delays this decision is not only hampering our defense but also slowing down your own advancement," he affirmed, vowing that the country would invest considerable resources in buying EU-made weapons.

European Union Loan Proposal

European Union representatives are currently considering initiatives to fund an interest-free loan for the country guaranteed by Russia's central bank resources, which were blocked immediately after the extensive invasion.

European officials has suggested a 140-billion-euro interest-free package, with likely directives to draft thorough legal frameworks aiming to conclude the arrangement by December.

International Reactions

Russian authorities has characterized the plan as "illegal seizure" and has sworn to take action against any individuals or states deemed to have seized Russian funds.

Brussels authorities, which holds 183 billion euros at the financial institution, accounting for 86% of all Russia's state assets within the European Union, has voiced apprehensions about the proposal.

"If you want to proceed, we will have to move as one," declared Bart De Wever, emphasizing the necessity for assurances that all member states would share the financial burden if the Russian government attempted to reclaim its funds.

Global Collaboration

Roughly 33% of Russia's state resources are maintained beyond the European Union, including in the Asian nation (€28 billion), the UK (27 billion euros), the North American country (15 billion euros) and the United States (4 billion euros).

  • The Asian nation maintains considerable Russia's holdings
  • UK holds substantial Russia's financial resources
  • The North American country has considerable Russia's resources
  • America maintains more limited but symbolic resources

Political Obstacles

The Hungarian government, recognized for its Russia-friendly stance, has repeatedly slowed EU sanctions and while it has never ventured to block them, its anti-Ukraine rhetoric create concerns about ongoing endorsement.

Viktor Orbán missed the Ukraine-related discussions to be present at ceremonies in Budapest observing the 1956 Hungarian revolution.

Recent Measures

Earlier, the European Union agreed its latest set of sanctions against Russia, addressing LNG for the first instance.

This move followed parallel actions by the American government, which implemented restrictions on Russia's primary energy corporations, major Russian enterprises.

Confidence in Agreement

Notwithstanding persistent differences over the reparations package, various officials voiced assurance in attaining an agreement.

"Today we will make the strategic decision to guarantee the financial necessities of Ukraine from 2026 to 2027," stated a prominent EU representative, characterizing the remaining issues as "technicalities".

The Latvian official commented that an agreement on the assistance would empower the Ukrainian president in any future diplomatic negotiations.

Peace Possibilities

Ukrainian leadership has diminished information of a comprehensive peace proposal that appeared recently, suggesting it was the work of "supportive nations" seeking to pre-empt "some plan from the Russian government".

The Ukrainian president highlighted that Moscow has demonstrated no evidence of desiring to stop the hostilities, citing current attacks on civilian targets.

"More pressure on Russia and they will participate and speak and I think this is the approach," he concluded.
