First Stage of Gaza Strip Truce Plan Almost Finished, States Netanyahu

Benjamin Netanyahu has remarked that the opening part of the UN-endorsed Gaza halt in hostilities agreement is approaching completion, stating that the second stage must require the disarmament of Hamas.

Upcoming Talks in Washington

The Israeli premier stated he would address the following stages in late November in Washington with Donald Trump, whose Gaza proposals were outlined in a UN security council decision on 17 November.

“We are close to complete the initial phase,” Netanyahu remarked. “But we have to ensure that we attain the equivalent outcomes in the second phase, and that’s something I anticipate addressing with President Trump.”

European Leader Visits Netanyahu

The prime minister was addressing the media at a shared media briefing with the German chancellor, Friedrich Merz, who commented: “The second phase must come now and then stage three must also be examined.”

Merz is the initial leader of a significant European state to hold talks with Netanyahu in Israel since the International Criminal Court (ICC) delivered warrants for arrest for the Israeli prime minister and his ex- defence minister, Yoav Gallant, in November last year for war crimes and crimes against humanity in Gaza.

After securing victory in federal elections in February, Merz had said he would welcome Netanyahu to Germany despite the ICC warrants, but noted on Sunday a visit was not at this time being considered. Netanyahu dismisses the warrants as “baseless allegations” from a “corrupt prosecuting office”.

Details of the Ongoing Truce

Under the initial stage of the present ceasefire deal, Hamas freed the last 20 living Israeli captives in exchange for some 2,000 Palestinian prisoners held by Israel, and it has handed over all but one of 28 remains of hostages who died during the war. Concurrently, Israeli forces have pulled back to a demarcation line, leaving them in occupation of 58% of the Gaza Strip.

Following the ceasefire was put into effect on 10 October, Israeli forces have killed over 360 Palestinians, including an approximate 70 children. Three Israeli soldiers have been killed in Hamas attacks over the same timeframe.

Next Steps and Unclear Timeline

Neither Trump’s suggestions, nor UN Security Council resolution 2803 which largely supported them, set out a schedule extending the ceasefire into a permanent peace. Hamas is expected to disarm, Israeli troops are supposed to pull back further, and an international stabilization force is to be established under the control of a “peace board” of world leaders headed by Trump, overseeing a technocratic Palestinian council to run day-to-day governance of Gaza.

The sequencing of these steps is unclear in Trump’s plan or in resolution 2803. In his statements on Sunday, Netanyahu stressed Hamas disarmament.

“I think it’s crucial to ensure that Hamas adheres not only with the ceasefire, but also with their commitment which they undertook to disarm and have Gaza demilitarise,” he asserted.

Possible Alternatives and Diplomatic Positions

Netanyahu brought up the prospects of “other options” to the ISF, without clarifying what those might be. He would not rule out Israeli annexation of the West Bank, describing it as a topic of “debate”, and reiterated that Israel was strongly against the establishment of a Palestinian state, the goal of the peace process supported by most European and Arab governments as well as the overwhelming majority of UN member states.

International Criminal Court Charges and Legal Cases

Netanyahu stated the reason he would not be able make a return visit to Germany was the ICC arrest warrants, which he characterized as fabricated by the court’s chief prosecutor, Karim Khan, as a means of shifting focus from allegations of sexual harassment against him. Khan has refuted any wrongdoing, but recused himself from his role in May pending the conclusion of an investigation.

Netanyahu remarked Khan was “destroying the credibility of the ICC” with “unfounded allegations of starvation and acts of genocide” from a “compromised official”.

A separate tribunal, the International Court of Justice (ICJ), is reviewing allegations that Israel has committed genocide in Gaza. In September, a UN autonomous investigative commission found that Israel had carried out genocide.

Asked about the possibility of Netanyahu visiting Germany, Merz told reporters on Sunday: “There is no reason to consider this at the current juncture.”
